In the end I switched to using OneNote web clipper for almost all articles and some read later single page items. It does not have integration with the new Chromebook stylus note taking app. Therefore, you can't specify it as a default. However, its functions are almost the same so it's not a deal breaker.
While I didn't test EverNote, and my understanding is that it has similar functionality to OneNote, its main features are pay for use. All the ones I tested for my needs are "Free" for you to use.

Google Keep
Advantages
- Available on all platforms as a PWA (progressive web application)
- Integrated into the Google ecosystem
- Will do images
- Selection of article text
- Link to original page.
- Offline use
Disadvantages
- Won't save the full page without some user intervention.
- Integrated into google ecosystem
- Poor usability in iOS
- Not a consistent method to operate across environments
OneNote
Advantages
- Available on all platforms as a PWA (progressive web application)
- Integrated into the Microsoft ecosystem
- Will do images
- Selection of article text
- Link to original page.
- Offline use
- Full Page as image or web page
- Many feature compared to the others
- Free 5GB storage for notes.
Disadvantages
- Integrated into Microsoft ecosystem
- Only available as a "send to" target in iOS
- Not a consistent method to operate across environments
iOS Read Later
Advantages
- Works very well on iOS
- Saves full page
- Offline use
Disadvantages
- Doesn't seem to have a save selection or image so you get the whole page.
- Not really cross platform
- Integrated into iOS ecosystem
Microsoft Edge Read Later
Advantages
- Works very well in Edge Browsers
- Offline use
Disadvantages
- Doesn't seem to have a save selection or image so you get the whole page.
- Integrated into Windows ecosystem so some cool features are only available there.
- Saves full page
Save To Google Drive add-on
Advantages
- Lets you save to your Drive storage the entire page as image or web archive
- Offline use
- Integrated into Google ecosystem.
Disadvantages
- Not made for saving a selection
- Not available as an add-on on iOS therefore it will only save the link if you send to Drive
